Question two relatives with different conditions

hello all,

i have a second cousin (i want to say he's about 16 now). even before he hit puberty, his growth was too fast. at the age of eleven he was already 6'1" and it's just now that his growing has slowed. i haven't heard much about him for the past year, but i know he's 6'3-6'5" now. the problem is, while he's growing, his maturity is still that of a ten year old's. doctors also told his parents that his brain was growing when it isn't necessary for it to grow anymore. when he was still young, his doctor gave him up to seventeen years to live, but i know he will out live that.

i also have an aunt in her late 30's whose never had menstruation. she's fine physically, normal for her age, active, etc. she's never completely grown breasts or experience the other effects that puberty brings like growth of hair on other parts of the body. it's like she's yet to go through puberty.

i was just wondering if there's a right terminology for their conditions and if there are any possible treatments for them?
