Question Specialist to treat Phlebitis, Raynaud's - Plaquenil

What type of specialist treats Phlebitis and Raynaud's disorders? I thought it was a rheumatologist but am wondering if a neurologist would be appropriate? Are there perhaps different approaches to the same disease? My PCP recently told me I have connective tissue disease and diagnosed the phlebitis and Raynaud's syndrome. I had already been diagnosed with inflammatory arthritis and osteoarthritis.

Unfortunately I've had a horrible toxic reaction to Plaquenil - felt like I was just burning up and nearly crazy. So, am looking for different approaches and input.
