The reverse look up only works for land lines..not cell phones.
As for finding out only choice is to call the number and see who answers or what the voicemail says.
That is one the down sides to cell phones. It is hard to find out who owns it and makes it so easy for people to cheat on partners.
If you dont want to call it and depending on the sex of the person who you think is cheating you can try getting a friend of the same sex to call the number to see if they can find out for you who it is.
Or if you are getting harrassed by someone at that number start writing down when the calls come in or get your phone bill. Take either of those to the police. You can also see if your phone company(cell/land) can block that number for you.
