Unhappy Impetigo Not Healing

I have a 23-year-old male friend who's been under treatment for impetigo (doxycycline hyclate as well as a hydrocortizone cream and intermittent steroids) for approximately 6 months now. He's also been on a secondary medication for his rosacea, which the doctor said was an unrelated though simultaneously occurring condition.

The wounds simply aren't healing, and are transitioning from itchy to annoying to downright painful, despite the lotion he's applying daily and the medicine that only helps them heal up temporarily. They're all over his arms, face, and back.

I'm in the process of helping him find another dermatologist, but has anyone else heard of impetigo lasting this long? Are there medications for rosacea that could be exacerbating the impetigo? Any thoughts on this at all would be helpful, at least in mitigating the short-term pain.
