Well that would depend on a few things...first being if you are male or female. If you are male and want to use it during masturbating then you can but be aware that you need to use quite a bit because the skin will absorb it and then you will have no lube. If you are female wanting to use it as a lube then no,you dont want ot run the risk of it getting inside you and causing an infection. Now if you are asking for intercourse the answer is again NO,it can lead to infections for the female partner that wont be pleasant.
Lotion is not meant to be a lube. Lubes dont actually cost that much and are just as easy to get as condoms or tampons.
