is it fair to assume my husband is cheating if he has semen stains in his underwear? or do men have some kind of leakage even if he has not ejaculated.
A young man can easily have semen leakage after a bowel movement or even after urinating. He may have masturbated during the day and have semen stains from that. I would not assume he is cheating just becuase he has semen stains. You must not trust him very much to assume that. When I was young I would often have semen leaking after a bowel movement or after urinating. Why don't you talk to him about the stains.
He dosen't have to be young or even sexually aroused to get precum stains in his underwear. Some men can produce quite a bit of precum while other men do not. He may be one who does leak precum regularly, it is not a reason to assume he is cheating.
He could be arroused thinking of your last lovemaking session or just getting normal regular erections. Precum from tese sorts of erections will stain his underwear.

Is this true? I think i fall into this category, but I want to make sure its not any other problem. I see some clear fluid at the end of urinary stream and/or bowel movement, Urologist said my prostate is normal.
Yes, this is true. I was reading on a men's nudist forum (I am a Nudist) that many men tend to get some precum whether they where sexually excited or not. In fact I have a small amount right now, completely clear.
You definintely can't assume he's cheating. Adults can get wet dreams too and it's not as if anyone would notice it happening, neither husband or wife.
