Hi Octane. I think the reddness you observe on your glans and inner foreskin comes as a consequence of not retracting your foreskin and washing underneath till you were 15. The truth is that uncirumcised boys should be trained to do this at an early age to keep their penises clean but many parents find it too embarrassing to address. I was taught to do this from the age of about 5 and consequently have never had a foreskin issue. The glans should be washed and dried with a towel at every shower. There is a natural drying out of the glans and inner foreskin that occurs from regular retraction.
Perhaps you could try wearing your foreskin retracted during the day. At first this will feel uncomfortable, but I believe it will eventually help with the reddness as the skin toughens up and dries a little. I can assure you there will be no loss of sensitivity if you do this and you will be able to cover the glans at any time if you choose. I don't think there is any cream that would be of help to you.
