The testes are designed to move up and down, according to how warm they are so they keep the sperm at the correct temperature. But there are also other factors determining how low they hang, such as sexual excitement and if you are doing excercise. There is I believe a reflex action tht the body makes when any excercise is started to draw the testes towards the body so they are not swinging around madly where they can get hurt, and of course sex in a sort of excercise!
And of course every man will be different in how his individual testes hang. Some willl hang lower than others, some will be tight all the time, some may go back into the body completely. Ian Fleming describes in a James Bond book how this can be used by martial artists to protect the groin area!
From personal experience, mine can hang nicely in the sack in warm weather, after a warm bath etc. but in cold weather, during and after excercise (yep they look tiny in the locker room!) and of course during sex they withdraw up into the body fairly quickly only coming back out after ejaculation.
Oh and I am sure that tucking it all up within your legs wont harm you - if it hurts then maybe you shouldnt do it but if it turns you on then go for it!
One thing you could try would be a ring that you put on that goes right round your scrotum and penis - there are metal ones and rubber ones, getting the size right is important. It might be worth trying first with a rubber one as they have a bit of give, put it on before any stimulus (although poking all your bits into a rubber band is likely to stimulate an erection and your testes to tighten!). The idea here is to keep your testes outside you body and this may feel a bit painfull as they try to pull themselves up into your body but it may work for you. If this idea sounds useful please ask me for more info on sizing and use etc. Don't just go off and use an elastic band or tie a loop of string round it - this can be dangerous if it is too tight or cannot be removed easily.
