instead of going for the technicalities, why don't you just practice something you know to be safe? it takes the worry out of it.

How about a little basic biology here? Precum is acutally seminal fluid that precedes ejaculation. Semen, or seminal fluid, is ejaculated at orgasm. Sperm is the male reproductive cell that is contained in the semen. Therefore, if you had precum on your hand and, sometime later, began to have fondling sex again and (you assume that) the semen was "dry" then there is no reason to believe that the sperm suddenly were resurrected since the primary environment for them to survive had ceased to be.
