How old are you Prince? I've noticed as I've gotten older, (I'm 42) that issue will occur. Seems it happens mostly after I've had a strong ejaculation and the sperm reservoirs are empty. Sometimes when I get out of the shower I notice it too, like it's the testicles tensing up. I can relax the muscles in that area completely and my testicles will go right back into place, filling up the seemingly excess skin. Actually I don't think excess skin has formed or anything, I think the testicles draw up making it look like excess skin is there.
Try completely relaxing the muscles in your perinium (like when you shut off the flow of urine) the next time you notice it and see if your testicles go back down and fill up the space where the excess is.
