I think a small bump is probably nothing. I have small whitish bumps on my sac as well and they're nothing. If you feel a larger lump actually in you sac or on your testicles that would probably be something to worry about.
As far as the hernia, the only way you can get another one is if YOU do something to strain yourself enough to rupture the abdominal wall again. I had a hernia once and my doctor said I would never re-rupture the same exact spot again once it had been repaired surgically. Maybe a new spot, but not the same spot twice.

I also had a hernia surgery when i was 8 i was wondering what the odds are of getting it back ?
