I've searched the Internet extensively and cannot find an answer to this problem.

I don't think I have a tight foreskin, but when I pull it forward it sort-of drags and it doesn't properly collect at the end like a 'funnel'. I think feels like it's too small or too short.

If I use an unscented lubricant it feels much better and is much more comfortable but it's annoying having to always do this and is only temporary (doesn't last long).

Is this normal? Is there a name for this 'problem'? Is circumcision something I should consider?

From what you have described, you're a normal guy! You just have shorter foreskin than a lot of guys. Some have quite a bit of skin that covers the head, and hangs from the end, and some seem to just have enough to cover it. As for the dragging/dryness. I don't have that problem, but I don't like dryness, so I keep it/penis head and foreskin lubricated with baby oil after my shower, and it stays moist all day. In my case, it also helps with the smegma accumulation and smell.
You might try that to see if it helps with the dry, tight feeling.

I have a hard time figuring this post out. It's titled Tight foreskin, but then you say you don't think you have a tight foreskin. You say you think it might be too short, and also say you are considering circumcision, which would shorten your foreskin considerably, and add to the dryness.
