I had high prolactin levels (almost 100) and corresponding low testosterone...much lower than yours. They usually want to do an mri of your brain to see if you have a prolactin secreting tumor on your pituitary. Whether they see one or not (they didn't see one on my mri), they can bring prolactin levels down with a drug called cabergoline. Theoretically, as your prolactin level comes into a normal range, your testosterone will rise.
FYI, high prolactin kills your libido and your erections. Prolactin is what causes the refractory period in men, so you might compare high prolactin levels to always being in a refractory period!
Anyway, high prolactin levels (hyperprolactinemia) I believe should be treated by an endocrinologist, so I would make an appointment if I were you.
