I think this is a question for a doctor. My best guess, is that if you had a stitch it might have healed together, but it is unlikely now. Whatever nerve damage, if any, has already happened, and doing anything else risks more damage. The frenulum is an automatic tether, which covers the head when not in use. The only consequence I can think of, is that you might have to manually replace your foreskin (if you have one) over the head. This is of very little consequence.
