Unless this is causing you pain or any particular bad side effects, I'd take the approach of "who cares?". If that's what's natural for you, don't fret about it and leave it alone. There's no rule which says it has to be forwards all the time. Look at it this way: many people undergo pointless circumcisions to achieve what you've got by default.
Calmblokes right don't fret about it, there is no hard and fast rule unless you are experiencing pain. Mines the same doesn't go back all the way on its own, sometimes i've got to drag it over, been doing it for years now.
Why should you experience the callousing which comes with having the head exposed all the time?
You should either manually cover the head with the foreskin, or find out why it does not cover the head itself.
