ill just fill u in on a bit of history. Im 16 yo and for a year ive been having problems urinating. after being to the toilet a bit of urine still comes out, not heavily however i still have to place tissues into my jocks to soak up the urine.ive visited doctors and they havent been much help.
Sometimes i also had pains between my anus and scrotum after urinating and it feels as if a muscle is beeing pulled or something.This forced me to push on the area with my fingers and pain slowly went away.

Recently its been pretty uncomfortable in the same area and i have to tense the muscles in the groin area to prevent the pain. After masturbating my penis hurts if it is erected again and its also very uncomfortable and painful inbetween the scrotum and anus.
has anyone had this problem or know what it is?

I've not had the problem and you shouldn't be having the problem. I'd suggest that you see another doctor and ask for a second opinion. Also, you might want to see a urologist who specializes in matters related to urination, genitalia etc.

I have never heard of this sort of pain. I think you need to go and see a doctor and be frank with him or her. Tell them exactly what you just told us. There is no need to be shy about the fact that you are masturbating. You would be a very abnormal young man if you were not. If the GP can't help you need a referal to a specialist. One question, is the pain in your penis after masturbation at the base near the other pain or up near the head? Could you be going at it too hard to overcome discomfort and then noticing soreness afterward? Good luck. This should not be happening and I sure hope you get some decent medical help soon.
