Dead skin - Circumsision


i was circumsized at the age of 13 due to tightness (i think). However I occasionally get dead skin forming where the skin used to be. If i get rid of it (sometimes it cuts) it still returns after a while. What is it? How can i get rid of this embarrasing ailment?

Never heard of such but I'd be seeing a doctor because that doesn't sound good. Seems to me there'd be too much risk of infection if that continues to happen, and you don't want an infection there!
