when erect or not, my penis kinda hangs more to one side than the other, and is very slightly twisted. Is this normal, or may I have some kinda condition?

No one knows for sure, but my theory is it depends on which side you sleep most, especially when your penis was growing during puberty. I usually sleep on my left side, and I remember before puberty my penis was completely straight, and gradually during my teen years it started leaning to the left, and it hasn't changed at all since then.
