Well define safe?
I personally would not have sex with anyone I knew was HIV positive, no matter what precautions were taken. If you are the one performing oral you have to have an open sore in your mouth to contract it. If you are the one recieving oral you have to have an open sore on your penis or vagina and the person giving has to have an open bleeding sore to give it to you. I personally don't think I would be licking or sucking anything that has an open sore either. I guess other people have different standards.
The standard barrier methods should provide the same amount of protection as they do for vaginal and anal sex.
The best provention method IMHO is to know who you are sticking things in and you really don't have to worry about these things.
