for the last year or so I have become aware of this growing problem on the head of my penis. The skin has grown extremely wrinkled and there are little flat bumps resting on top of the wrinkles that cover the entire head of my penis. The edges are also bumpy and sort of frayed. When erect it looks really bad and definitely not normal. There is no pain or itching involved. So what do I do? See a dermatologist and is there anything he can do about this?
The edges of your glans being bumpy and 'frayed' is a good description of pearly penile papules. They are very normal, and many guys (mostly uncircumcised) have them. Nothing to worry about, and there's nothing wrong.
The other flat bumps on covering the rest of your glans I'm not sure about though.
