torn frenulum has healed, but is shorter and tight - what can i do ?

During sex 10 days ago i tore my frenulum slightly, it was painful but has healed up ok. It is now substantially tighter and shorter than before, and i cannot fully retract the foreskin. Whilst flacid it only retracts about 30% over the gland without feeling tight and painful.

I read some posts about stretching (although could not find the sticky post that was mentioned on the subject). but if have two main questions:

1) how much elasticity can i expect to gain through stretching ?

2) in what timeframe ?

I never had any problem with this prior to the tear and the whole incident has come at an awful time for me (recently started relationship, things going great, then bang - out of action)

I really want to get this sorted ASAP - Ideally this wouldnt involve a frenuloplasty, though perhaps this may be the best solution. I am living in Czech republic and do not have a doctor. I found a private clinic that performs Frenuloplastys but i am wary of using them as i assume it's in their financial interests for me to have the procedure. (not cheap, around £300).

Any help would be greatly appreciated as this is causing me quite a bit of distress.
