1. Just because you haven't had sex in awhile doesn't mean you can't have an STD. Symptoms can show from six weeks to six months, sometimes, not at all.
2. I would say its safe to assume its not a pimple, being that you don't get pimples on your penis. I can't recall what it is called, but the purpose of it is to produce an oily substance when aroused (a form of lubricant for sex)
For what it's worth I wouldn't worry too much.
