This does sound odd, but it could just be the wording. If your penis is normal length, and you can ejaculate, you obviously do have testicles, and the accompanying testosterone. The previous poster does raise an important matter--undescended testes--but as he rightly says, it's very unlikely that any guy with both of them undescended would not have been noticed by a parent or doctor. Most likely you just have a tight scrotum. Not all guys have 'low hangers,' and it's totally normal for a scrotum to tighten significantly when you erect, and especially before you ejaculate. Just as normal is the scrotum responding to its 'storage conditions.' If you tend to wear tight briefs, yours may have become accustomed to being confined. You should, though, be able to feel both testicles: if you honestly cannot, even when totally relaxed (as in a warm shower or bath), I'd get in touch with a doctor pronto.
