First let me tell you, there is nothing wrong with you. What you have is most likely a condition called "Vitiligo", which is the loss of skin pigment. The genital area is a common place for this to occur. People who have it are otherwise healthy and although it's most likely inherited it isn't contagious. There isn't any cure for it and in some cases it can be traced to a trauma of the skin, hence many men that have it on their genitals may have got it because of getting circumcised, but it wouldn't be noticeable in men with naturally light skin on the penis but if your penis is tan or brown of course it would be more pronounced due to the affected skin becoming milky white. I'm not saying it couldn't happen to a man with an uncircumcised penis because it can if it is genetic. It can happen anywhere on the body or to the entire body. You will probably have to explain it to any potential sexual partners if they haven't heard of it before, and anyone with half a brain will not be detoured by it. The only thing I can say, if it really bothers you, is to use (now I know this has worked as a temporary fix for other body parts but I don't see why it wouldn't work for the penis as well) those self-tanning creams or sprays on the area that lacks pigment and it will tan the skin and may match well enough that it could go unnoticed but this does ware off with time and isn't a cure. I say just live with it and when someday you meet that special person just explain it to them and it won't be a surprise when they see it.

If you're circumcised this may also be the scarring from that surgery when you were cut. Should be nothing to worry about at all, just the way things are.
