I applied neosporin on the tip of my uncircumsised penis due to foreskin tightening. Since then I have noticed small red bumps on my penis, is this from a side effect of neosporin or could it be an std??

You might be dealing with a yeast infection. Get some Monostat creme or some other brand and apply it. You didn't explain whether you can retract or not, sexual history etc... You can't explect suggestions without giving us all the details.

More information is indeed needed. As in white headed red bumbs? ichy? Burning? How long? Amount of sexual partners? My suggestion with most is that is never hurts to get a doctor consultation. But that also depends on how long you have had it. Sorry I couldn't be more helpful. Try the other suggestion. Give it a week or so. No improvement, definatly get an MD consult.
