There are a lot of things that can cause premature ejaculation (PE), and it can happen for no identifiable reason at all or for apparently psychogenic (mental) factors. But it might also be very simple. And in your case, it would seem to be.
A very common cause of PE is infection. It can be anywhere in the urogenital tract (prostate, bladder, kidney, urethra). The infection can apparently interfere with nerve function in the penis by causing mineral imbalance (speculation in a study that showed that premature ejaculation semen has abnormal mineral levels). So I would get checked by a doctor for an infection first, if I were you. And then you might find you should avoid certain foods that make you prone to getting whatever sort of infection it is. (For example, I once found a horrible brand of tobacco that gave me a bladder infection within about 12 hours every time I smoked it.)
Your question about making a lot of "precum without any erection" suggests you have an infection as well (in which case that's puss). A doctor will tell you everything you need to know and give you an antibiotic or anti-fungal drug. Don't put off seeing a doctor because this needs to be fixed quickly or there could be serious permanent damage.
