You need to be careful, a tight frenulum like that can rip off completely from under the meatus. This is obviously extremely painful. And I've never heard of it being reattached if this happens, so it severs the frenulum forever.
You may be able to grow the frenulum longer by subjecting the tight skin to very mild tension. Never pull it so hard that it hurts at all, because the healing from that tearing can make it grow tighter (even if it's very slight tearing & pain). The frenulum skin takes much longer to grow than other skin (probably because it's fibrous), but it is usually possible. It's easy and doesn't require a doctor's visit or any blood or anything, but it is very slow. I would guess it would take months before you'd notice it's gotten any longer.
It's also possible to get a tiny operation where a doctor puts a stitch or two in the frenulum. The stitch(es) works its way out over the following week or two making the frenulum longer in the process.
There is also another frenulum lengthening operation that cuts the tight skin completely, but I would not recommend that. It takes much longer to heal and changes the penis more than I would want (for myself). Both of these procedures are called "frenuloplasty".
