i'm not circumcised, and when i look at my penis, i can see a line going all the way down to the base of my penis, and that is the phimosis line.

Well...to be honest, this is the first time I have heard/read the word phimosis before. How exactly do you know that you have phimosis? Where did you get the impression that the line going all the way down to the base of your penis is the phomosis line? Perhaps, this source is where you can start directing these questions.
Secondly, I would recommend you embrace technology. Visit relevant forums, like this one, and do search on line using the key word phimosis.
I plan to stay posted to this thread. I would really like to know what this is myself.
That line is probably the raphe, which all guys have. Phimosis has to do with the foreskin and not being able to retract it. There's a sticky on the men's health board about it that you could read - if you even have phimosis. If you think it's just that line, then you don't have it.
That line isn't phimosis - all men have a line that goes from the top of the penis to the base by the scrotum.
However, I had phimosis... I was born with it. It is a condition where the foreskin does not fully retract - it's where the foreskin gets 'glued' to the shaft of the penis' head and doesn't separate where it should.
The doctors wanted to circumcise me but didn't, and instead... they just 'cut loose' the part of the foreskin that was glued to the head's shaft. But a HUGE word of caution - if you decide to go that way, then you may get potentially serious nerve damage done to the head of your penis and foreskin. I'm still suffering all these years after that surgery - my nerves have been damaged by the procedure and now I have EXTREME hypersensitivity on the head of my penis and parts of my foreskin. It's so bad that I cannot even touch those parts... it feels like electric shock.
So please discuss with your doctor what your options are, IF you actually have phimosis.

oh didn't know all guys have that line..
but the foreskin is stuck to the head though. man i don't want it to be supersensitive....should i get surgery for it or not? i'm scared to tell the doctor.

It never fails to amaze me that parents of boys who are not circumcised do not instruct their child to gently try to pull the foreskin back as far as it will go without hurting every time they go to the toilet! This is all that is needed to ensure that later during / after puberty the foreskin will be fully retractable.
When born, intact (not circumcised) boys foreskins are adhered to the glans, and these naturally come unstuck from the glans in the first few years of life. There is no need for parents to attempt to force the foreskin back for any reason, it will cause long term damage. So back to the best advice I had as a boy - try to pull the foreskin back as far as it will go without hurting every time they go to the toilet. This was given to me when I was about 5 or 6 and at first it wouldn't go back far, but after a while (I forget how long but well before puberty) it fully retracted. I dint know why it had to at the time but I sure am grateful for this advice.
Now this advice is still very valid for older guys who have never been able to retract, and those who may have a very tight foreskin opening (phimosis - means tight foreskin). Bear in mind it should be reasonably tight, that is how it is made!

You don't need a circumcision. Anything that can be fixed by a circumcision, can be fixed without one, with no damage.
Read the sticky at the top of the men's health forum on stretching a tight foreskin. Follow the instructions every day, and in the time it takes to heal from a circumcision, you'll likely be able to retract your foreskin fine.
Where is the skin attached. If it is just under the pee hole, that is normal, and called the frenulum. It is the center of male pleasure, for most. If there is foreskin attached to the head, and it is not just under the pee hole, it's an adhesion, as the guy before me described. There are ways to deal. Put baby oil on it, and gently pull the foreskin away without tearing. After a week or two of that, if it doesn't work, talk to your doctor about getting the adhesion released.

Use as much as you want, put it all over the end of the penis, if you can get any inside your foreskin - it wont hurt you!
Do the stretching whether flaccid or erect whatever you can manage and works for you. Sometime you will start flaccid and end up erect for obvious reasons!!
Yes the frenulum does attach in more than one place and whilst I have never heard them called lips that is probably a good description! It does vary in men, sometimes it can be very thin / thread like and not to obvious other times it is pretty wide and gets wider where it attaches to the shaft.
