15% to 20% of men don't have foreskins. They have sex just fine.
I am guessing that you have never been circumcised, because you are Scottish,
and circumcision is not typical in Scotland. There is a state called aposthia,
congenital absence of the prepuce. This is normal, for a small percentage of the population. Mohammed was said to have been born without a foreskin, and not circumcised. Your penis will function just fine, without a foreskin. Ask your dad, and your mother's brothers. You may find out that some of them do not have foreskins. I don't know much about aposthia. Do you have an inner foreskin, just beneath the head, where the shaft has mucous membrane, like the inside of the mouth? Do you have a frenulum, just beneath the urinary opening?
However your penis is constructed, it is normal for you, and you have all the parts necessary to have a fulfilling sex life.

If you have a foreskin that is presently too tight to retract, and you'd like it to, you can improve the situation with your doctor's help. He or she will prescribe a steroid-based ointment and you'll rub it on and do gentle stretches for a few months.

If you have no evidence of a foreskin, chances are you were circumcised. Either way, you can apply tension to the skin you have to make it grow longer to give some of the functions of a foreskin, include protecting the glans and adjacent mucosa and providing frictionless modes of stimulation for intimacy. About an inch of new skin grown per year is typical.

I bet you have never been circumcised, whether you have a foreskin or not.
If you have a ring around your penis, where skin of different colors come together in a scar, that is evidence of a circumcision. Aposthia would cause you to have no foreskin, and no scar. A talk with your mother or father should also be able to clear that up.
TLC Tugger brings up a good point. If you wanted to have a foreskin, you could follow the directions for foreskin restoration. A web search turns up many pages. I would caution you, that it takes about three years, and contrary to what some sites would tell you, you don't need to spend much money at all to accomplish this.
You are fine the way you are. There is no need to change. If you would prefer that things were different, well, you have that opportunity as well.
