What you call a flappy piece of skin, is the raphe. We all start out in the womb, as female. The raphe is the scar, from where the vaginal lips joined to make male genitalia, before you were born. Every male human has one.
The white things are most likely either hair follicles, or Fordyce spots. Both are perfectly normal, and nothing to worry about.
