All women are created a bit differently, we are far from being all the same. What the image you probably have in your mind is the one we see in pictures and pornography. The women you are probably comparing yourself to have been often altered surgically, and airbrushed in the photography to appear perfect. We cannot compare ourselves to that model, it is unrealistic.
Many women are designed just like you, and have been for ages. Men are actually fascinated by our differences. Love comes from a much deeper place than our skin. I would focus on finding out what you really love about life, and invest your time and thoughts into that. Knowing who we are is very appealing.

Some women do have more than they are comfortable with, as you describe you do...For those women, and yourself, there is a surgical process that can remove the excess tissue. It is called a labiaplasty, and women here who have shared their experience about it.

I did not mention this in my first post, because the first step could have been self acceptance, but now that I understand your case is more extreme, surgery is an option. You may have to wait until you are 18, unless it is causing medical problems now.
I hope you learn how many women do share similar features as you do, and that you are certainly NOT alone...sometimes that alone can be a great relief.

Most adult women (and girls past puberty) have inner labia that are partially visible (in other words, that "hang out").
Usually only little children have vulvas where only the outer labia is visible.

It's true what the other posters have said: each woman's vagina is slightly different (as is each man's penis). I mean, our faces are different. Why should our genitals be carbon copies?
But in general, yes... while it's not "normal" to have a labia that hangs down two inches or anything, it is normal to have an inner labia that is not entirely hidden by the outer one. I'd say the majority of women have this.
Don't worry. Everybody thinks their genitals are weird when they're young.
Then you grow up and realize that everybody's genitals are weird.
Genitals, in general, are just weird.

I'm kinda wondering how you know what all of their vulvas look like. Have you actually seen them or are you just taking their word for it? Having protruding labia and clitoral hoods is very common. Vulvas (the proper word for the part you're describing) come in all shapes and sizes. Unless you're experiencing some kind of long-term physical discomfort, surgery is ridiculous and unnecessary and I can't believe someone even suggested it to you at your age!
Kali is right, everyone is worried about their genitals when they start changing (and I'll bet you weren't expecting it either, right?) but like I said, it's very common - no boy will dump you for it. He'll probably be way more worried about what you'll think of his and will just be very happy to be there.
