One of my friends, who is currently 14, is involved with her boyfriend, who is now 18. Both their parents aren't to glad that it is happening, and my friend said her parents might sue him. They aren't having sex, well atleast of what she's told me. Are they breaking the law, if they are in a relationship, but not having sex? I always thoguht it was only illegal if their was sexula intercourse involved.

no, its not illegal. It becomes illegal when oral sex or sexual intercourse comes into play, or they are breaking cerfew... etc. (foundation: my Daddy's a cop)
Laws are different from state to state. And yes, most likely there would only be an issue if ANYTHING sexual happened. He's seen as being in a position of power because of his age, so even mutual masturbation could land him in serious trouble in most states, especially with a 14 year old.
Even if she was over the technical age of consent, if he's over the age of majority and she's over the age of consent, he could still get nicked for child abuse charges, doesn't have to be statutory rape. Yes, it's a lesser charge, but it still goes on the criminal record.
If I were him, I'd talk to her parents, and if her parents refuse the idea, I'd tell her to cut ties. It's not worth it. I don't care how much she thinks she loves this guy -- if she loves him that much, she can wait 'till she's 21.
ummm i once heard that if there is one person over 18 is around and one under 18 and if either even removes an article of clothing it could be grounds to sue
i am older than my fiancee and when i had turned 18 i checked into it and that's what i was told by the S.R.O.

Well in california you get a four years difference. So 18 and 14 is barely legal. However, if they parents don't like that idea...and the male is older than the female (even by a day) under and circumstance (15 year old with a younger 15 year old) they can press charges and the male might get slapped with a felony. I know it's at least a misdemeanor.
