Problems with foreskin and using condoms

I used to have a tight foreskin, and I couldn't get it to go below my glans; but recently stretching has helped... but my first attempt to have sex with my girlfriend informed me of a problem I didn't know I had. When I get an erection, my foreskin won't stay below my glans. Whenever I put a condom on, my foreskin slips back over my glans; and the condom slips back up my penis. I presume this isn't normal? If I hold the bottom of the condom down, my foreskin stays retracted; but I heard it was supposed to stay retracted all the time? Is this true, or did I hear wrong? Any advice you could offer me would be very helpful.

Usually the foreskin stays behind the glans when the penis is erect. I had a tight foreskin too and, with stretching, I was able to retract it when erect. During sex using a condom, my foreskin stays "bunched up" behind the glans and never slides forwards.

You might have a short frenulum (or frenulum breve). This can be a problem during sex because it might tear, causing much pain and a lot of blood.

A minor operation can help: the doctor performs a frenuloplasty. Again, for more information, do a web search using this word.
