your penis grows in a particular proprtion to your body, this varies from one person to the next. sometimes you find that other poeple's penises don't grow as should but there's nothing to worry about now at your age!
Although the two may happen at the same time, they really aren't related too much. And by the way, penises don't always grow to the proportion of one's body. Some of the larger penises I've seen in locker rooms were on the smallest guys.
