 Scaly Penis

Im really worried about this about 3 months ago I went on acne relief pills (doxylin) and it cleared up my acne really well. But, I noticed my penis started to become scaly and dry. I first ignored and expected it t clear up but it just got worse. It looks like the penis is scaly on the top of the glan (head) and when I stretch the skin when Im errect there are like cracks but they are not painful at all, infact they don't even hurt at all. You can see the cracks or scales when Im not errect but it is most visible when im errect. Eventually I went to the doctor and he said it was the side effects of the doxylin and he put me on sigmacort 1% That was 1 month ago. The cream only minorly cleared up the scalyness. Anyway a week later I went and saw another doctor and he said that it looked normal and said just to keep using the cream. I dont think its normal as I havnt heard of anyone with a scaly penis. I have seen barely if not nothing results from the cream and Im getting worried can you help me? Im not sexually active and I masturbate atleast once a day.
