No, I'm pretty sure you have to get them at a Planned parenthood, or something of that nature. I'd go as soon as possible, since there's only really a three day window. New research has extended that window to five days, but the sooner you take it, the better the chance that it'll work. Go search on Google for the Planned Parenthood website to find one near you.

They have to be prescribed or given to you by a doctor so your gf would have to go to her doc, or a clinic, or somewhere like Planned Parenthood (where they may give them for free).
If she gets a prescription, she'll naturally have to go to a pharmacy to have it filled. And I have no idea what 'cvs' is so I can't comment on that one.

i dont really live in canada, cvs is a pharmacy all over the place.
I think it depends on where youre at, I know ( at least here, in NY) they have been trying to make it available over the counter. I dont know if thats happened yet... ( personally i think its a bad idea ) but yah, go to your doc or local planned parenthood. Ive been told only 72 hours for it to be effective.
