There are a number of bumps that you can get on your penis. Sebaceous cysts - which are most usually on your balls, but can also be on the penile shaft - are harmless. They are just like acne on your genitals, but they are harmless. They are most likely due to your skin type.
It is possible to catch HPV (which causes warts) non-sexually. I would see a doctor just in case. But it certainly sounds like at least the ones on your balls and lower penile shaft could be sebaceous cysts.
The ones on your bell end (is that under the foreskin?) - are they clumped together? Or just separate white bumps? If they are clumped together, they could be warts - but if they are just separate white bumps, I think it is unlikely they would be warts.
You can also get "pearly penile papules" on the tip of your penis - around the rim where the head joins the shaft. Search images on the internet and that should bring up a picture of them, so you can see if that's what yours look like.
See a doc... they know what to look for and can give you more accurate advice.
