It is not technicaly an STD. Children often spread them from simple skin to skin contact. But, if on the genitles, they were probably sexually acquired.
It is possible to treat them by removing the inner core of the bumps. You would have to make a tiny incision and pluke the tiny core out, which is risky to do and might result in a tiny scar or even an infection if you are not careful. Not for the feint of heart! But, it clears them up pretty quickly. However, if you are not clean and wash up very well, in addition to an infection, you could spread the virus and end up with a much worse case.
