She then put on a condom on my penis and we had protected vaginal sex. after the sex she removed the condom which had slightly displaced upwards but the head of the penis was covered with the condom post sex. I also think before she put the condom on my penis, my penis touched the outside of the vagina.
Am i at risk? should I get a HIV test done. I am really worried.

Oral sex with a condom? No risk for HIV; no risk for any STD.
You then say she sucked your penis and you did not ***. Is this still with a condom on? If you had a condom on, no risk. If you took the condom off and she performed oral on you, then no risk for HIV, but minimal risk for other STDs.
Protected vaginal sex? No risk for HIV. Should be no risk for other STDs, but never hurts to get tested just to be safe.
Sucking her breasts? No risk for HIV or STDs.
Sticking your finger in her vagina? No risk for HIV. Should be no risk for any STDs.
If condom shifted slightly upwards, no reason to be concerned. As you said, the head of the penis (and most of the penis) was still covered. I would not worry about that at all.
If your penis touched her vagina without a condom, no HIV risk (insertive sex only) and no real risk for any STD.
I would say no risk for anything here. You did everything correctly. Safer sex is exactly that. You should be fine. As for HIV, no risk at all. Other STDs? 99.99999999999999% chance you are fine, but again, go get tested just to be safe and for your peace of mind.

yes you were at risk for other std's
some can be contracted by simple skin contact.
the only way to know is by getting tested
you should have no hiv concerns

9 weeks should be far enough past your exposure to reliably get tested for STDs. If you are sexually active, I would encourage you to get a full range of testing once a year. If you've never been tested before, I encourage you to get tested for syphilis, gonorrhea, and chlamydia.
I also noticed that you edited your original post to indicate that the oral sex was, in fact, unprotected. That definitely increases the risk of exposure that you had, so yes, go get tested. No risk of HIV, though.
