No, it doesn't make my skin oily at all. The fresh garlic is wet, but its a water consistensy, not an oil. It dries right up, and aside from the smell you can't tell it's on your skin. The smell is the drawback, but it seems to fade after a bit. I wear makeup over it since i only put it on in the morning, so it pretty much covers up the smell right away. I too, have oily skin, and for some reason my skin isn't oily right now. That may be due to the new winter weather though.
I use Kiss My Face Startup Organic face wash and for moisturizer i've been using Philosophy's 'When Hope is not Enough" firming serum, which is actually an anti-aging product, but it's made with vitamin c, vitamin e, soy and other good stuff for your skin and on the package it says it is for if your skin has lost its radiance, needs firmness and lift,
you want to hydrate the skin without adding oil,you want to revitalize stressed, aged, wrinkled skin, you want to guard the skin from free-radical damage. So, it works really well as a light moisturizer, but dries up like water, which is so weird, because it totally helps if i have a flaky spot. ?! Anyways, hope that helps!
