Tweezing and waxing does change the structure of the hair follicle and strengthens the hair making it coarser, and deepens the follicle. Especially facial hair (except brows) that are nourished by male hormones. The body senses the forcibly removing the hair as an injury and rushes blood (loaded with hormones) in to repair the injury. Each time the body must do this, it tries to protect the follicle by making it stronger which makes the hair coarser. Compare it to getting a callus on your hand. The more you injury (blister) the same area of your hand, you eventually get a callus, stonger skin, as the body's way of defending itself.
