There are several kinds of "bags" under the eyes. One kind in hereditary.It's extra fatty tissue and skin. Cosmetic surgery is the answer.
The other kind is more like puffiness due to water retention.
Do you wake up with it in the morning? This sometimes means that body fluids have pooled overnight in the eye area. Most of the time you can trace early A.M. puffiness to what you did the previous day: Maybe you drank fluids at bedtime, ate a lot of salty food. stayed up half the night.
Does your puffiness subside a few hours after arising? This would mean that the fluids are getting re-absorbed by your body.
And yes, you may get puffiness as part of an allergy. You mention Flonase. What are you allergic to? Also, just a thought.... Do you sleep with a feather pillow ? Some people prone to hayfever and allergies are allergic to feathers!
Also hormonal changes during menstruation can puff up eyes too.
If we're talking about puffiness that you can 'dent" by pressing with your fingers and it never seems to subside, it might be worth while checking with your doctor to see if you are retaining water due to a kidney problem or perhaps a thyroid issue.

PS Some people retain water for no apparent reason (medically) and cutting WAY back on salt often helps a lot.
Also, believe it or not some cosmetic eye creams designed for plumping up wrinkles may be doing TOO good of a job and can backfire giving you bags by puffing up the surrounding eye area.
And then there's the tea-bag trick. Moisten two teabags with cold water, press excess moisture out , put them on a little plate and into the freezer for a few minutes. (You want them as cold as possible)...Then place them on your closed eyes for 15 minutes. The tannin in the tea MAY help pull the skin taut and reduce the puff. The main factor really is the coolness, which reduces swelling.
