Foreskin cannot retract and tightens when exercising or nervous

As per title, I've never been able to retract my foreskin and I'm now 24. I don't know if this is somehow related, but whenever I go running or get hot, or get nervous my foreskin tightens up like crazy and therefore pushes my penis into the scrotum. It's far more embarrassing than uncomfortable unless I try and move the penis back through the tight skin.. then it hurts, so I usually have to just wait for it to untighten by itself.

I've been reading about phimosis regarding the unretractable part, but cannot find anything about why it tightens up even more during exertion or feeling nervous.

Any ideas?

no idea why it tightens. I have never heard of this. it happens to me only when I go into the freezing Atlantic.
here is some information on stretching. it works. skin always stretches.
