Post Losing firmness

I've been on Atkins about 7 weeks and have lost 10 pounds. Which is great, but I'm starting to feel saggy in my chest area and legs. Does this mean I'm losing muscle. I want to continue with Atkins but I don't want to feel this flabby. I have not been exercising. Would walking help.
