How can I judge my weight loss?

I was just wondering what's a good way to judge my weight loss? I can't really use a scale because it says I have gained weight, which may be true since I have been lifting weights. But my pants do feel loser. I thought about using a measuring tape but then I realized that I am just measuring the increasing size of my muscle and not the reduction of my fat. What to do?
