Have you been diagnosed as diabetic? If so, what type (Type 1 or Type 2)? And are you taking anything for diabetes (oral medications, insulin, etc.)? And how high have your blood sugars actually been?
If you are on diet and exercise alone, it's possible that it just isn't enough, and you need either oral medications or insulin. The body uses glucose for fuel and, when we don't eat, the liver releases stored glycogen (a form of glucose). Without enough insulin, the body still can't utilize the glucose, and the blood sugar will rise, even without eating a thing.
It's also possible that, if you were diagnosed as a Type 2, you may have been misdiagnosed. If you can post more info, perhaps we can figure this out.
