Talking Question to Canadians

Just had an interesting conversation with a friend who works for Nortel. She claims that there are less screwups by plastic surgeons (and surgeons who do other elective surgeries such as laser eye surgery, etc.) in Canada because physician's salaries are capped at a max. At 1st I laughed this off as a ridiculous comment, until I started thinking about the greed factor involved with most plastic surgery practices. Anyone have any further observations or comments?
