For what it's worth, there is a non-birth control estrogen tablet that is meant to be inserted into the vagina. It's mostly used by menopausal women, but it's a vaginal hormone tablet nonetheless.
Anyway, I've heard that this could be done, although I personally wouldn't try it. There haven't been many (or any well-done) studies performed on this technique. The pill is designed to be ingested, and that's how it should be done. However, I guess inserting it vaginally would be better than nothing. But, like I said, it'd reserve that for unique circumstances.
