buttock muscle

I am 25 yrs old female, when I was a child I used to get sick very often and unfortunatly, our doctors only knew how to inject penicilin to my buttocks, because of that I developed some lump in my both butts, and now I don't have muscles there, it is like a big deep whole, instead of a big hill (it is to the sides of my butts). Now I wonder if I can do anything to change that, without surgery.
