Post My one leg goes shorter

Hello everyone,
I had an accident in 1999 Jan and had multiple fractures. A severe Left thigh fracture was there due to (that even lead to A.R.D.S probably due to fat ambulism) which it was operated. A long nail was inserted in bone with screws at both side ends. Now two problems are there
1) My leg has gone nearly an inch shorter and foot is
slightly turned outwards. Can it be repaired without operation?

2) The side screws are still there. I could not get them removed as due to my injury in trachea(as if any emergency comes then I cannot take Gen. Anasthesia for next at least one year). So, is there any harm if I walk excessively or move on stairs?
